I have come across a reference on a number of websites which is very weird. This is it:

Event: Russia’s Czar Alexander I petitions for a Jewish state in Palestine

The claim seems to be that the Russian Czar in some way wanted a Jewish state in Palestine, but I cannot actually find an actual reference to such an event. Though it’s quoted by many.

Zionism only came into existence decades later.
