A comment from a reader that I found interesting (Britain is also a huge tax haven using its little islands):

The only time an Iberian nation was ever relevant independently was when it was ruled by German Kings. Also, technically France and Russia are the last colonial empires of Europe. Russia still has Kazan and the rest of Siberia, while France still has a sizeable colony/tax haven in South America.
