Mozambique: Government calls for more funds for peace-keeping as terror spreads

Mozambique’s minister of foreign affairs and cooperation on Friday called for more funding for peace-keeping operations in Africa in the face of the emergence of “pockets of terrorism” on the continent.

“The financing of peace operations in Africa is crucial because it is a continent affected by the proliferation of terrorism and violent extremism,” said the minister, Veronica Macamo, during a virtual meeting of the African Union’s Peace and Security Council, the AU’s the standing decision-making organ of the AU for the prevention, management and resolution of conflicts.

The emergence of “hotbeds of terrorism” in African countries requires a concerted approach, with the aim of protecting populations in the face of an “odious phenomenon”, according to Macamo.

“They spread terror, perpetrating massacres against innocent people and promote the rampant destruction of social and economic infrastructures,” she lamented.

The AU and the United Nations need to strengthen cooperation, but Macamo also warned that African countries must honour their commitments as members of the organisation.

“We have to find effective mechanisms that ensure that our countries in Africa honour their commitments to the African Union Peace Fund,” she said.

For three years, Mozambique’s police and military have been clashing with armed groups classified as a terrorist threat in Cabo Delgado, a province in the north of the country that is the site of Africa’s largest private investment in natural gas exploration.

The conflict has caused a humanitarian crisis, with more than 2,000 deaths and 670,000 people displaced, most of whom are living without basic conditions.

Between June 2019 and November 2020, responsibility for some of the armed incursions into the more northerly districts of the province were claimed by the jihadist group Islamic State, but their precise origin is still under debate.
